How We Built the First End-to-End AI Platform for Government Contracting

The Problem We Were Solving

The U.S. federal government awards over $700 billion in contracts annually — yet the vast majority of that spending goes to the same large contractors year after year. Not because small businesses lack the capability to win, but because they lack the intelligence infrastructure to compete.

By the time a contract appears on SAM.gov, 20–50 competitors have already seen it. The best opportunities — Simplified Acquisition Program (SAP) contracts worth up to $350K, pre-solicitation notices, and recompete intelligence — never appear on public databases at all. Large contractors have dedicated BD teams, government relationship managers, and Shipley-trained proposal writers to find and win these opportunities. Small businesses have a browser tab open to SAM.gov.

The client came to ConsultingWhiz with a clear mission: build the technology to level that playing field. The result is AIGovBid — a platform that gives any qualified small business access to the same intelligence, scoring, and proposal infrastructure that large contractors have spent decades building.

What We Built: The End-to-End Workflow

AIGovBid is not a job board with a search filter. It is a fully automated intelligence pipeline — from data ingestion to opportunity delivery to proposal support — built on custom AI models, n8n workflow automation, and a real-time federal data infrastructure.

Why This Is Industry-First

There are tools that aggregate SAM.gov data. There are proposal writing services. There are government contracting consultants. What has never existed before AIGovBid is a single platform that connects all of these into one automated, AI-scored, continuously updated intelligence pipeline.

The Pwin scoring engine alone represents a significant technical achievement. Calculating a meaningful probability-of-win requires ingesting and correlating data across competition history, set-aside eligibility, agency spending patterns, incumbent performance, and the contractor's own capability profile — in real time, across 40+ data sources, for thousands of opportunities per day. Building that at scale required custom AI model training, not off-the-shelf tools.

The SAP discovery capability is equally differentiated. Simplified Acquisition Program contracts — worth up to $350K each under FAR Part 13 — are frequently awarded with as few as 3.6 competing bidders, compared to 20–50 on public SAM.gov solicitations. But most of these contracts are never posted publicly. Finding them requires direct relationships with agency procurement offices and specialized data sources that most contractors don't know exist. AIGovBid surfaces these opportunities automatically.

Results

The platform is live and actively serving contractors across the United States. AIGovBid is now one of the only firms providing comprehensive intelligence and strategy for both federal and SLED markets — giving clients access to the full $2.7T+ government contracting landscape from a single platform.
